To use SafeMSI.exe when booted to Safe Mode on any version of Windows NT (Windows 2000, Windows XP, Windows Server 2003, etc..), just double-click or run it.

When the computer is in safe mode, the Windows Installer service isn’t started so most programs can’t be uninstalled.
